Church #4 was organized in 1945 under the administration of Arizona Jurisdictional Bishop J.W. Taylor. Elder DeGene Clark Sr. served as Pastor for 3 years, before being elevated to Bishop of Idaho.
The following year, property at 3044 E. Broadway Road was donated to build the church. This church was completed in 45 days. A revival was conducted by Elder Sylvanus Myers, where the first 16 converts were saved.
Bishop King appointed Elder Lonnie Green to succeed Pastor Clark. The church purchased property down the street at 2108 E. Broadway Road. Then the Lord gave Pastor Green a new name for the church: Progressive Church of God In Christ. In 1988, the members of Progressive marched from the old church to the new church. The first Sunday Morning service in the new edifice was on Easter Sunday. Pastor Green served Progressive for 12 years until his passing in January 1996. At his demise, there was one licensed Minister in the congregation by the name of Victor J. Rushing Sr. Bishop King served as the Interim Pastor of Progressive during that time.
In the 2001 Ministers and Workers Meeting, a new Pastor was appointed to lead Progressive COGIC, Elder Victor J. Rushing Sr., under the authority of Bishop King. The Bishop’s Administrative Assistant, Arthur Strong Sr., handed Elder Rushing his Pastoral Certificate. Pastor Rushing, with his wife Evangelist Michelle D. Rushing by his side, began working in the church. Since Pastor Rushing’s appointment, he has had a vision to expand the church’s property. With this vision for expansion, the church now owns properties on the northeast corner of 21st Street, and behind the edifice. In 2022, the Progressive Property Payoff Campaign ended with a Mortgage-Burning ceremony!
